Aside from being Mayor of Geelong, Victoria from 1917 to 1922, philanthropist Howard Hitchcock (1866 to 1932) organized the funding and construction of Australia's Great Ocean Road. A trust to raise money for the work on the section between Eastern View and Apollo Bay had Councillor Hitchcock as its president. His plan was that the Great Ocean Road would be built by returned soldiers as a memorial to all those who were killed in World War I.
